Agricultural enterprises received UAH 245.9 million in insurance indemnities for losses caused by adverse weather conditions under the MeteoCoverage 2025 program. The program is implemented by Syngenta (a leading developer of crop protection products and seeds) in partnership with INGO Insurance Company.

In 2025, 739 agricultural enterprises from various regions of Ukraine participated in index-based insurance, covering nearly 1 million hectares of crops (968,000 hectares). Compared to 2024, the insured area almost doubled (502,000 hectares last year). A total of 3,093 insurance certificates were issued, two-thirds of which recorded the occurrence of insured events.

All insured events under the program were identified automatically, without the need for field inspections. This was made possible by the index-based mechanism, which compares satellite data on temperature and precipitation (CMORPH, NEMSGLOBAL) against predefined threshold values. When these indicators exceed the thresholds, the system automatically registers an insured event, triggering the indemnity calculation. This approach ensures a swift, transparent, and objective claims settlement process.

The largest number of claims came from the south-eastern and central regions, where drought and heat during critical growth phases (flowering and grain filling) led to the greatest yield losses. Based on the structure of farmers’ losses, drought accounted for 59% of the total indemnity volume, and heat stress for 41%.

“For the second consecutive year, drought and high temperatures have been the main causes of losses for Ukrainian farmers,” noted Ruslan Zymovets, Head of the Agricultural Insurance Department at INGO.

“This year, as last year, we managed to process claims efficiently and fully honour all our obligations. Indemnities were paid promptly and without delays. This enables farms to maintain financial stability and continue operations even after severe weather challenges.”

Roman Khrypko, Head of Insurance and Banking Solutions at Syngenta, emphasized that the MeteoCoverage program has fundamentally changed the way Ukrainian agribusinesses manage weather-related risks. “The record number of participants this year demonstrates the confidence farmers place in our program,” he said.

“We are proud that MeteoCoverage has been delivering peace of mind and financial resilience to farmers for years, continually evolving to meet their needs. Our farmers know that their investments are protected against adverse weather events.”

The volume of indemnity payments reflects how different crops responded to moisture deficits and high temperatures during critical periods. Rapeseed indemnities were paid sporadically—around 7% of participants, mainly in central and eastern regions. Approximately 43% of wheat growers received indemnities, with the most severe moisture deficits observed in the east, center, and south. Around 74% of corn producers received indemnities, with the highest indemnities in the most affected areas. The largest share of claims came from sunflower growers—about 82% of insured farms, primarily in southeastern regions.

According to agricultural producers, the indemnities proved crucial for maintaining financial stability and sustaining production plans. Over ten years, MeteoCoverage has evolved from an experimental initiative into a well-established risk management tool. The near doubling of participating farms within a year indicates that Ukrainian farmers are now approaching unpredictable weather seasons with far greater preparedness.
